Tom, a former employee of the U.S. military intelligence, creates the Foundation of the building. His girlfriend Jennifer, a gallery owner, meets the German artist Mikael Mikael in the library. Together with the mysterious hacker Asanta, they document the ubiquitous surveillance in the city. When Tom receives a mysterious order of his former superiors, the line between simulation and reality starts to blur.
